Regulations  Student Complaint Process for Online Learners

The Distance Education department manages certain online learning resources and issues for Mercy College. We monitor State Authorizations for students to complete online coursework from locations outside Iowa. Our personnel manage ELEOS, the online Learning Management System for Mercy College. We also work with instructors to provide quality course designs, especially in the online environment. 

Online learning

Every course taught at Mercy College includes some online learning. At minimum, each course posts the syllabus, calendar, and student grades within ELEOS. Please review our ELEOS resources for more information about our Learning Management System.


State and federal regulations affect how institutions can deliver distance education degrees, programs and courses to students outside of Iowa. Mercy College of Health Sciences may have limited ability to offer online opportunities to Students who are physically present in a state outside of Iowa.

If you are located in a state other than Iowa and wish to enroll in one of our online offerings, please contact us before enrolling to determine if we are able to offer online courses in your state. You may email your inquiry to or call (515) 643-6715.

In the event an issue cannot be resolved by Mercy College of Health Sciences, please view this PDF to contact your State Agency. An unresolved complaint may also be resolved via the Higher Learning Commision.
